[Hybrid baryons] Draft abstract for new PAC proposal

Dear all,

  I attached a draft version for an abstract that could form the basis 
of the abstract for the internal review of the PAC proposal at the two 
lower energies 6.6 and 8.8 GeV. It is a modified version of the one I 
wrote for the RG A proposal at 11 GeV.
