[Hybrid baryons] Proposal Draft - reorganized

Dear All,
please find in attachment the draft of the proposal as it stands, 
reorganized after yesterday meeting.
The quasi-data analysis for the determination of the threshold values 
for electro-couplings
and the chi2 evolution with W, has been moved in the data analysis 
section for both pi+ pi- p and KY
channels.
Ralph, if you are willing to help reviewing to text, please start with 
the first three sections,
which include recent write-up from Victor. The old version is 
highlighted in blue and it should probably be removed,
after comparing it with the new version from Victor.
Please consider reviewing the text up to section 3.3, since I am still 
working on 3.4 and 3.5.
Gleb and Julia, please include the updates and highlight them.
