[Hybrid baryons] Updated version of hybrid proposal

Folks,

After a long week of work to update the version of the proposal to incorporate the changes
due to the feedback from the CLAS review committee and due to further work since our
initial submission, we have finally converged with a version ready for everyone to look over.

Attached is the updated version of the proposal and a draft of the point-by-point replies
to the comments raised by the committee.

The goal is to resubmit the proposal by Monday at noon (JLab time) in order to allow for
final review by the committee and a preparation of their final report. Please look things 
over and let me know by Monday at 8 a.m. (JLab time) at the latest if you have any 
comments or find any problems.

When the draft is complete on Monday, everything will be sent to Annalisa to complete
the resubmission work.

Thanks to everyone for their hard work in getting to this point.
