[Hybrid baryons] Systematic Uncertainty Discussion

Dear Colleagues,
Since we still have no ready to go reaction model for extraction of baryon parameters, any judgements on systematics of these parameters will be too speculative.

Dan, I think we should limit the systematic error discussion to the
experimental cross sections.
