[Isotope-prod] Update Drop box

Dear all, 

I have a very rough draft of the proposal. It is in the dropbox and called narrative. 
It clearly needs much work. It is culled from our previous proposals with new target 
information from Joe Gubeli. 

We will add the test results from the expected experiment at the injector. 

We need to update the time line etc, as well. 

Please look it over. We will talk about it tomorrow. 

I have uploaded a rough budget - it is a guess and is about $300 more than 
we would like to ask. 

We also have to add words about graduate students, if we want to have them 
onboard. 

We should discuss whether we want to include Zn in the proposal, not in great 
detail but as a potential for high power target.
