[Isotope-prod] Draft Project Narrative

I have uploaded the latest draft to dropbox. It has Doug's improvements. 
The Jefferson Lab section is revised. Pavel raised interesting points 
regarding thermal handling of both the Be window and tungsten radiator. 
We have to resolve these points in a credible manner. 

Time table has not been touched. We can work on it this week. Budgets 
have to be finalized. 

I will ensure all the reference cited are in the right place and add them to 
the bibliography. 

We should discuss the Data Management Plan. I have a draft in the dropbox 
as a starting point.
