[Isotope-prod] Further decoupling

Dear All,

In a conversation with Hari today we arrived at the possibility of 
further decoupling the problem for the high power tests of the target. 
To see if the target can dissipate 50 kW, we may try to design the high 
power target simulator which would be a small diameter inner hBN (or 
beryllia, or quartz...) tube with a tungsten heater embedded in it, 
immersed in gallium inside of the full model of the hBN target cell. The 
inserted tube would represent and simulate the power deposition by the 
electron beam in gallium. The test would be to measure performance and 
tune design parameters, and demonstrate the reliability of the target 
device at high power.

As a result, may be only one final full 50 kW test using the real beam 
would be required (and may be there's a chance it won't be needed for 
the R&D).

The LERF beam time will be certainly needed for the vacuum window tests 
(or for the tests of rotating radiator and filter if it so happens...).
