A few quick points from the RFP:

Our collaboration is to submit an (almost) identical proposal from each 
institution.   The guts of the proposals, title, etc., must be 
identical.  The only differences will be the individual budgets and 
budget justifications and a cover sheet appropriate to the institution.  
Our university partners are to follow the non-DOE lab announcement 
guidance for preparing the budgetary information.  The proposals must be 
submitted through the DOE PAMS system.  Your institution has to be 
registered in it to submit as does the PI.  Don't wait to the last 
minute to register. Instructions are in the package I forwarded.

The total technical narrative (proposed research, timetable, key 
responsibilities) is only 10 pages but doesn't include biographical 
sketches, current support, bibliography, facilities, equipment, and data 
management plan.

All institutions must submit before 5PM EDT July 1.
