[Isotope-prod] Edited Ops manual

Probably want to indicate 20-40 MeV exposure range instead of 35-40.  Still need instructions on what to do if an interlock trips or a temperature channel goes into alarm. Also we should have the list of temperature channels and their alarm set-points.
