    <p>We chose to write to 38 pages (1.5 times 25) for the R&D,

    <p>trouble, the 38 pages was documented! Another problem</p>
    <p>that we observed in the R&D FOA: the supplemental cover page
      for</p>
    <p>collaborations is implied to be not counted in the 38,</p>
    <p>but is not explicitly stated to be exempt from the page</p>
    <p>limit.<br>
