[Jef] Next JEF meeting: Monday 8/31/15, 1:30 pm Jlab time

In keeping with the decision made at the last JEF meeting to change the 
phase of the meeting dates so as to not overlap with the GlueX physics 
meetings, our next JEF meeting will be this upcoming Monday, August 31, 
1:30 pm JLab time and will recur once every two weeks thereafter.
