[Jef] [EXTERNAL] Draft abstract for Canadian conference

Hi,

I take this opportunity to comment on something that has been on my 
mind. It is confusing for a more general audience to speak of JEF as if 
it was an additional or independent experimental setup in Hall D.  And 
then GlueX is mentioned without further introduction.

Could we find a phrasing that makes it clear that the JEF project is 
actually performed with the (upgraded) GlueX detector?
