[jlab-9hgl 00456] no more winter rules and new area declared ground under repair

Hello golfers:

1) Winter rules are off; follow the standard rules
of golf for any situations in which the ball may be
lifted and cleaned.
2) A new Jlab local rule declares the badly eroded
area on Cardinal #8 near the cart path at and beyond
the crest of the hill to be ground under repair.
Ball may be dropped without penalty from within two
club-lengths of nearest point of relief no closer to the hole.
