[jlab-9hgl 01157] Question regarding the ropes on no. 9

Danny Machie asked a question regarding the ropes to the left of the 
fairway on hole 9, Cardinal Course(see below).    The ropes were on 
several holes last year and there were a number of questions about them 
last year as well, so I asked the course about them and received the 
following.

"Mark, The ropes are used to control golf car traffic. We planted a variety of fescues in the tree lines to cover the hardpan.  The ropes are movable obstructions. Best, Greg"

So a ball to the left (or right) of the rope must be played as it 
lies.     If the rope or stake that holds it up interferes with your 
swing then rule 24.1 applies.

      24-1. Movable Obstruction

A player may take relief, without penalty, from a movable /obstruction

or in a /hazard

The ball may be cleaned when lifted under this Rule.

a question about rules and course condition.

on the cardinal course, hole number 9, there is some roped off area
to the left of the fairway. the area it covers seems to be from the bunker
and left to the parking lot.

is that ground under repair?

if so, how should we play shots that land in that area or to the left of
the rope?
