The "gimmie" is allowed by league rules and is covered by the USGA under Match Play, rule 2-4. 

"2-4. Concession of Match, Hole or Next Stroke 

A player may concede a match at any time prior to the start or conclusion of that match. 

A player may concede a hole at any time prior to the start or conclusion of that hole. 

A player may concede his opponent's next stroke at any time, provided the opponent's ball is at rest. The opponent is considered to have holed out with his next stroke, and the ball may be removed by either side. 

A concession may not be declined or withdrawn. " 

So a given or conceded putt must be taken. As Wesley says, don't assume it is given until given by the opponent. Agreements made before the match such as "in the grip" are also allowed. 

The gimmie is a great way to speed up play, and can be part of the strategy for close matches.

Thought it was specifically in the rules, but not seeing it quickly. I believe your opponent has to OK every gimme. They can OK a 10ft putt if they want. But you can't just pick up if it's within the grip without it. Have played with people that like to agree from the start. For example, in the grip but not for birdie or par it's always fine. 

But RC should likely weigh in.
