One foursome skipped playing the<br>first two holes and jumped ahead of the others by<br>starting play on the third hole. They then played<br>slowly enough that they held up the next foursome<br>on several holes.<br><br>Complaints ensued and we (the rules committee) were asked<br>to adjudicate.<br><br>There are two relevant sections of the Rules of Golf:<br>Rule 10: Order of Play, and Section 1: Etiquette.<br><br>The order of play rule calls for disqualification if<br>players intentionally change the order of their play to<br>get an advantage. There is no evidence of this.<br><br>There was a breach of etiquette in our opinion. We all<br>dislike slow play, but in our league, the order of play is<br>dictated by the readiness to play of the various foursomes.<br>A group cannot simply decide on its own to move to the front.<br><br>Section 1 of the Rules of Golf discusses the etiquette of<br>slow play and the conditions under which a group should<br>let others play through. It also explicitly gives the<br>organizing "Committee" the right to disqualify individuals<br>for serious breaches of etiquette.<br><br>We don't think this incident rises to a level where disqualification<br>is appropriate.
