[Jlab-scicomp-briefs] Singularity bug causes /apps to disappear

Update: due to a reported bug, Singularity jobs causes /apps to become unavailable on the actual farm node where the job runs, causing other jobs to fail: 

  https://github.com/singularityware/singularity/issues/757

Please do not run Singularity jobs on the farm until we reach a stable workaround that does not impact other running jobs.
