[Jlab-scicomp-briefs] database issue slowing farm job submission

Overnight a locking bug in the primary database server for several scientific computing services caused Tape I/O and SWIF job dispatching to stall.

The issue is being addressed now and job processing will resume once the database is returned to its normal state. We anticipate that recovery to be completed later this morning.
