[Jlab_cc] New P-Card Log Feature - Attach Receipt to Log Entry

Cardholders and Approving Officials:

Thanks to the efforts of MIS, a new functionality has been added to the 
P-Card Log.  A new "Attachment" field has been added, allowing 
cardholders to attach electronic receipts directly to the p-card log.

Simply scan your receipt, then attach it to the appropriate entry in 
your log.  Everything is in one place, and ready when you need to 
reconcile the item.

If all of the items on your monthly reconciliation have the receipts 
attached to the log, you will not need to submit supporting 
documentation for that month's reconciliation.
