All Cardholders and Approving Officials.<br>

JLab Management has made two very important changes to the P-Card
policy governing Unauthorized and Restricted Purchases.<br>
<br>
1. <b>The purchase of Lasers and Laser related items is not
authorized using a p-card</b>. With the proliferation of laser
emitting devices, this policy is being established to ensure the safety
of everyone on the JLab site. Please contact Dick Owens if you have
questions.<br>
<br>
2. The purchase of Hand and Power Tool has been changed from <u>Unauthorized</u>
to <u><b>Restricted</b></u>. <b>These items can only be purchased
via p-card if</b><br>
<ul>
<li><b>The purchase is required to mitigate or avoid an immediate
safety risk</b> </li>
</ul>
<ul>
<li><b>The purchase is needed immediately to avoid a work stoppage
and/or schedule delay that would have a negative impact on JLab
property, work plan or schedule</b>. </li>
</ul>
If you purchase a hand tool or power tool using your p-card, <b>you
must certify that the purchases falls into one of these categories by </b><br>
<ul>
<li><b>Completing the </b><b>P-Card Policy Hand and Power Tool
Exception, <br>
</b></li>
</ul>
<ul>
<li><b>Having your Approving Official sign the form</b></li>
</ul>
<ul>
<li><b>Attaching the approved form to the receipt for the item when
you submit the monthly reconciliation documents</b></li>
</ul>
The changes are effective immediately. I am attaching the new
Unauthorized and Restricted list, and the P-Card Policy Hand and Power
Tool Exemption form. They are both also available on the P-Card page.<br>
