[Jlabsoccer] [EXTERNAL] Test of the soccer bot

Hey all,

I wrote a small bot using a weather forcast API to check if it is appropriate to play soccer.
Soon it will send weekly reminder depending on live weather (and be available on github)
Please do NOT ignore the previous message and let's play this friday !
