[Lcls-ii] New Travel Policy for conferences

This has local approval (me and JLab policy) but visibility of 
conference travel in budget will only permit one conference per year.   
I'll need an estimate from the CAMs of how many people they intend to 
send each year to their one allowed conference so I can come up with an 
estimate per year of people x conference x $.  This does not include 
vendor trips, project workshops etc.
