[Lcls-ii] Publication Policy

SLAC has developed a policy for publications and talks performed under 
support of or discussing the LCLS-II Project.  The policy covers 
approvals required, attribution, etc.  It only applies to "public" talks 
etc.  i.e., those at conferences.   It does not apply to internal 
presentations or discussions among the partner labs.
I have posted this on the M drive under LCLS-II/Policy.
