That's a good answer for the second.
Our concern on the first issue is that the budgetary estimates have not
captured all the activities that need to be included to support those
long lead procurements. We have seen the listing of the hardware items
but no one has asked for a list of the labor which must also be
included. It goes beyond just the QC directly supporting the
procurement activity so there's no way for the PMO folks to have guessed
correctly.
