[Lerftest-ctrls] LD_LIBRARY_PATH for softegr on lclsapp1

Hi Bruce,

Thanks for finding that. I couldn't really tell whether anything had changed since I last checked, which is why I was so confused that the LD_LIBRARY_PATH had so few items in it.

Hi Patrick,
It looks like LD_LIBRARY_PATH has had this problem since I did the initial epics env work May 5.
I've fixed it by moving the commonSetup.bash script invocation before the epics env script invocation in
$TOOLS/scripts/ENVS.bash.
