[Lerftest-ctrls] missing EPICS envvars

This is fixed now.

I split out fixed paths like these to

    $EPICS_SETUP/fixed-epics-setup.bash

while version specific paths are set by selecting the version in a script like

    $EPICS_SETUP/epicsenv-3.15.5-1.0.bash

which then runs generic-epics-setup.bash to handle the paths that only differ by epics version(s).

epicsSetup.bash, epicsReset.bash, go_epics* and their variants aren't being used for LERF now.

This approach reduces much of the duplication between script variants and will make it easier to move to new base
versions as needed.

Let me know if you see any issues.

Cheers,

- Bruce
