[Lerftest-ctrls] Terminal server and iocConsole infrastructure

Hi Jingchen and all,

It looks like we did not successfully communicate to our JLab colleagues 
that we need a terminal server for CPU console access and any 
specifications that go with that.

Can you help us give Wesley any information that he needs?

At SLAC, we use the Digi PortServer TS. MEI is not needed for CPU console 
access (but may be needed for vacuum). For console access, 4 ports should 
be enough but we might want 8 just in case. (I am not including vacuum 
devices in these counts.)

Is it best for us to overnight a terminal server to JLab? Unfortunately, 
we do need something in place ASAP.

IPMI serial-over-lan may be another option. Ernest, could you comment on 
this?
