[Lerftest-ctrls] PV archive request

What we need is something like:

<pv name> <deadband>

The deadband can be absolute or relative.  Binary PVs would be 0 (log every change).  Relative change is great for things like vacuum (ex. 5%).  Where the smaller the number, the more sensitive you want it to be.  

We also want to group them so they can be easier to work with (ex. LCLS_LLRF, LCLS_CRYO, LCLS_MAG, etc).
