[Lerftest-ctrls] linxuRT CPU system time

Hi @Wesley,
Would you mind to instead of having a softlink to really mount the "local" at /usr/local?
The EPICS build system converts softlinks to the real paths.
The other solution is for us to create a softlink at the linuxRT machine so we can have the same path available but I would prefer the first fix.

The soft ioc seems to work fine.
