[Lerftest-ctrls] eco RELEASE_SITE PSKPG_ROOT discrepancy

Hi Sonya,
It's hard to tell exactly what happened as all the files and dirs
are owned by softegr, but here's what I think happened.
I set PSPKG_ROOT=/usr/local/lcls/package/pkg_mgr by using
the env scripts I imported from SLAC production but didn't
create the directory as I didn't plan to use it. Thus, that's
how it was set in your env where eco picked it up.
Soon after, someone, probably Hugo, installed a pcre release to
/usr/local/lcls/pkg_mgr/release/pcre/8.37
Somewhere in there, someone, possibly me, set
PSPKG_ROOT=/usr/local/lcls/pkg_mgr
in /usr/local/lcls/epics/R3.15.5-1.0/modules/RELEASE_SITE.
Since the only path being used is /usr/local/lcls/pkg_mgr,
I've updated the startup files to use that path and
removed the /usr/local/lcls/package/pkg_mgr directory
that I created May 11 to resolve the eco issue you reported.
This shouldn't affect any builds as that path didn't have any
releases, and any stale references to that path in RELEASE_SITE
files can be resolved by running "epics-update -r" once your
env has been updated.
