[Lerftest] RF Zones 3 & 4 AC power has been "air gapped"

The 480/208/120 VAC have been removed from the RF zones 3 & 4 - these no longer require Lock, Tag, & Try
see attached note & label from Todd:

FL03(& 04) HPA/CPS [LTT]
This power supply has been SAFED OUT by having its four electrical input circuits air gapped (physically disconnected from its source of power). In this configuration LTT (Lock, Tag & Try) is not required to work on or within FL03 HPA/CPS. The following circuits have been air gapped and are visible in the following areas:
1 – 480 volt FEL-ELEX panel feed circuit #18 (look above the power supply)
2 – 208 volt P2 panel feed circuit 18-20 (look behind the P2 panel rack)
3 – 120 volt P2 panel feed circuit #17 (look behind the P2 panel rack)
4 – 120 volt P2 panel feed circuit #16 (look behind the P2 panel rack)
