[Lerftest] LERF RF Recovery

During the 1X isotope beam line commissioning it became painfully obvious there was insufficient gradient to proceed with the isotope irradiation.

Below is the timeline for doing a 300k thermal cycle on the LERF FL02
Tuners will be set to “JOG” when warm & during cool down
RF recovery will take place early in the morning (0600 - 1000?), this will be coordinated with SLAC LCLS LLRF development
