Use handling equipment to the maximum extent possible when moving drum containers. Know and work within your limits to avoid injury. The use of "spotters" to identify hazards can prevent accidents and injuries. Clearly identify when manual movement of drum containers is permitted.

                 <h2 style="white-space:nowrap">Discussion of Activities</h2>
                 <pre>A material clerk was using the "tilt and roll" method to manually move a 300+ pound drum-type container from the front of a cargo truck to the rear of the truck when the container caught on the edge of the dock ramp and became unstable. While attempting to stabilize the drum, the employee’s left foot stepped backward off the side of the ramp and descended into the gap between the ramp and the truck. This caused the employee to lose control of the drum and it fell on the employee’s right lower leg which had landed on the floor of the truck. When the drum fell on the employee’s leg, he sustained multiple leg fractures. (See photo of gap.)</pre>
                
                 <h2 style="white-space:nowrap">Analysis</h2>
                 <pre>Manual "tilt and roll" movement was not considered to be the best option for moving a heavy, tall and narrow based drum over an uneven surface and the presence of an exposed gap between the truck and dock.</pre>
                
                 <h2 style="white-space:nowrap">Recommended Actions</h2>
                 <pre>Below are the consequences of the above event. They are provided for information and discussion purposes only.
•        Review Job Hazard Analysis to identify limitations and conditions (weight, distance, environment) for manual and mechanical handling of drum type containers.
•        Identify Engineering Controls to eliminate or mitigate potential hazards, such as the gap between the dock ramp leveler and truck.
•        Encourage open communication during pre-job briefs to address potential job hazards and performance of job task.
•        Ensure proper equipment is available before starting a job/task.
•        Use "spotters" or visual warning devices where the need has been identified.
•        Ensure procedures identify approved methods for the safe handling and movement of containers that exceed a weight or dimensions that may present a handling hazard during movement. (See photo of examples of parrot beak equipment to move drums while still on the truck.)

<h2 style="white-space:nowrap">JLab Preventive Measures</h2>
<pre>Jefferson Lab offers a variety of material handling equipment for use. Training is required (see ES&H Manual Chapter 6410 Material Handling Equipment Program) and ergonomic assessments are encouraged (see ES&H Manual Chapter 6106 Ergonomics Program).
A Preliminary Task Hazard Analysis is required prior to the commencement of any task (see ES&H Manual Chapter 3210 Work Planning, Control, and Authorization Process) to identify appropriate equipment necessary to perform work safety.
