Consider the safety of support personnel when work involves potentially hazardous materials. Engage safety professionals in work planning to ensure that work includes a hierarchy of controls. Validate the effectiveness of controls and assure that additional hazards are not created.

<h2 style="white-space:nowrap">Discussion of Activities</h2>
<pre>On the afternoon of November 1, 2012, while supporting a job for the removal and replacement of a containment door, three security guards were exposed to chemicals released by paint grinding activities. The job involved two craft workers who were grinding inside a plastic enclosure built around the work area. During the work, a small gap in the enclosure allowed contaminants to escape. Another craft employee identified the problem about five minutes after the grinding started and notified the foreman in charge. The security guards were sitting immediately outside the plastic enclosure.</pre>
<h2 style="white-space:nowrap">Analysis</h2>
<pre>Plasite (TM) is an epoxy based paint that provides a durable coating that is resistant to most chemicals and is easy to decontaminate should it become radiologically contaminated. These attributes make it attractive for chemical and radiological facilities. However, it has been reviewed and an alternatives, with less inherent health hazards, has been selected. </pre>
<h2 style="white-space:nowrap">Recommended Actions</h2>
<pre>Below are the consequences of the above event. They are provided for information and discussion purposes only.
Work was paused.
The Industrial Hygiene and Safety Team was notified and provided recommendations for repairing the plastic enclosure.
Portable local exhaust ventilation units were brought in to collect dust generated from grinding.
Personnel doing the grinding was reduced from to one, thus reducing the volume of airborne contaminants generated per unit time. A worker was also positioned outside the enclosure to observe and repair any further gaps.
Security guards were assigned to attend pre-job briefings for work activities that could have an impact on the health of personnel.
Security guards were repositioned 20 to 30 feet down the corridor so they were outside the work zone but still able to observe as necessary.
Lessons Learned were posted and submitted to the institutional Lessons Learned Database and DOE Operational Experience database.
The Environment, Safety and Health (ES&H) Directorate provided a focused review with managers to reinforce expectations regarding work planning, hazard identification and control development, to include an evaluation of hazards and controls for co-located workers and/or support personnel

<h2 style="white-space:nowrap">JLab Preventive Measures</h2>
<pre>Jefferson Lab integrates ES&H concerns into the design of new and modification to existing facilities. ES&H Manual Chapter 3110 Facility Design and Modification Review defines the process steps to include a robust review of work plans and drawing by ES&H personnel for all architectural, structural, mechanical, plumbing or electrical modifications to existing facilities. </pre>
