Recently it was identified that the most recent 2005 American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Value (TLV) for Heat Stress and Heat Strain had not been included within the site¿s implementation procedure. Inclusion was required in 2006 in accordance with 10CFR 851.

<h2 style="white-space:nowrap">Discussion of Activities</h2>
<pre>Site temperature extreme control documents read:
"...discontinue any environmentally induced or activity induced heat stress for an individual when the sustained heart rate is greater than 160 beats per minute (bpm) for those under 35 years of age and 140 bpm for those 35 years and older. This limit only applies to healthy adults taking no medications."
The above direction is less protective than the following required ACGIH TLV imposed in 2006 by 10 CFR 851:
"...individual exposure to heat stress should be discontinued when any of the following occur: Sustained (several minutes) heart rate is in excess of 180 bpm (beats per minute) minus the individuals age in years..."
Although the ACGIH TLV for Heat Stress and Heat Strain has been refined in the intervening years, the above wording of this heart rate limit in the TLV recommendation has remained unchanged.

<h2 style="white-space:nowrap">Analysis</h2>
<pre>The legacy heart rate limit had gone unchallenged, and the site had experienced relative success in applying fitness-marketed heart rate monitors to avoid heat related illnesses and controlling individual heat stress exposures. However, being one of the first sites to apply heart rate monitors may have contributed to a lack of attention to detail in the conscientious flow-down of the 10 CFR 851 imposed TLV requirements.</pre>

<h2 style="white-space:nowrap">JLab Preventive Measures</h2>
<pre>Jefferson Lab has a robust document control process. Controlled documents are to be reviewed and approved as often as necessary, minimally every five years. A qualifying review requires the evaluation of current standards and requirements to ensure compliance. </pre>
