Statement of Lessons Learned

Some people may be leery of helping with an injury where blood is visible. If you decide to help, there are precautions you can take to minimize your exposure to bloodborne pathogens while still providing care to an injured person.

Discussion of Activities

What are bloodborne pathogens? Bacteria and viruses are present in blood and body fluids and can cause disease in humans. The bloodborne pathogens of primary concern are hepatitis B (HBV) and hepatitis C (HCV) and human immunodeficiency virus (HIV). The primary way to transmit HBV, HCV or HIV during first aid care is through blood-to-blood contact* or by other infected body fluids. Bloodborne pathogens cannot be transmitted through intact skin however, these pathogens may enter a person's body through open cuts, abrasions, open sores, acne, or any other sort of damaged or broken skin, such as burns or blisters. They may also be transmitted through mucous membranes of the eyes, nose, and mouth. A splash of blood to these areas may result in transmission of the virus. In most situations, wearing disposable gloves and washing your hands after providing care are sufficient protection however, if you neglect to wear gloves, have an open wound, or receive a needle stick, further evaluation may be necessary.

Analysis

Recommended Actions

/These are for discussion purposes/
The American Red Cross recommends the "Check-Call-Care" routine when there is an injury. First, check the scene and the person. Next, call for help. Then, care for the person until help arrives.
If you provide first aid to someone who is bleeding, the following are best practices:
- Safety barriers. Wear disposable gloves or a substitute (towels, absorbent materials, plastic bags around the hands, etc.) when providing care.
- Housekeeping. Wash your hands thoroughly with soap and warm running water when you have finished giving care, even if you used a barrier. Alcohol-based hand sanitizers allow you to clean your hands when soap and water are not readily available and your hands are not visibly soiled. If splashed with blood or potentially infectious material around the mouth or nose, flush the area with clean water. If splashed in or around the eyes, use an eye wash station, or irrigate with clean water or saline for 20 minutes.
- Get checked. If you are concerned about exposure to bloodborne pathogens, call or visit [local medical center] for an evaluation.
- Call it in. Report all workplace injuries and your line manager.
- Get trained. Consider getting certified in first aid. The American Red Cross offers affordable online and in-person classes.

JLab Preventive Measures

According to "ES&H Manual Chapter 6800 Appendix T3 Protection from Bloodborne Pathogens," Jefferson Lab considers occupational exposure to blood and/or other potentially infectious materials a medical emergency as it could transmit bloodborne pathogens (including hepatitis B, hepatitis C, and human immunodeficiency virus (HIV) infections). This appendix describes the process steps used to minimize and/or prevent exposure to blood and/or other potentially infectious material. The process steps for a post-exposure medical evaluation are also provided in the event that exposure does occur. Only individuals trained and authorized by Occupational Medicine handle regulated medical waste (i.e., any solid or residue waste contaminated by blood or other potentially infectious material) at Jefferson Lab.
Jefferson Lab's Bloodborne Pathogens Exposure Control Plan can be obtained by contacting Occupational Medicine and requesting a copy.
