                    <h2 style="white-space:nowrap">Statement of Lessons Learned</h2>
                    <pre>Using a new powered air-purifying respirator (PAPR) without adequate hands-on training could likely result in multiple issues and failures.</pre>
                  
                    <h2 style="white-space:nowrap">Discussion of Activities</h2>
                    <pre>A new PAPR was made available for use by waste retrieval workers.  Training was provided but did not require demonstrated proficiency of inspection, assembly or operation; instead it relied heavily on the similarities between the new model and other P.  After initial use, multiple events occurred involving various components such as filters, breathing tubes, and hoods. None of the events resulted in an exposure or uptake.</pre>
                  
                    <h2 style="white-space:nowrap">Analysis</h2>
                    <pre>Multiple events involving various components of the new PAPR occurred over a three-month period following a contractor change. Tailgate training sessions were used to address each issue as it came up, but incidents continued to occur. After analysis by workers and management, it was determined that a more formal training procedure was needed.

While PAPRs are similar in terms of their mode of operation, there are significant differences between manufacturers and models. Respiratory protective devices are generally worn only in situations where other methods for hazard reduction are not effective or feasible. Therefore it is critical that the users are familiar with all aspects of respirator use. There is no substitute for hands-on training for complex PPE such as PAPRs.

                    <h2 style="white-space:nowrap">Recommended Actions</h2>
                    <pre>Workers are required to complete formal classroom training on the new PAPR (even if they had been using the PAPR).  Training includes hands-on demonstration of proficiency in the assembly, inspection and operation of the PAPR as well as other OSHA-required topics. 

Second-party respiratory protection inspections, prior to entry into a regulated area, was re-emphasized, to workers. 

Annual refresher training, including hands-on inspection, assembly and operation of the PAPR, is required.

        <h2 style="white-space:nowrap">JLab Preventive Measures</h2>
        <pre>Jefferson Lab has an established comprehensive Respiratory Protection Program to ensure individuals, exposed to workplace air contaminants, are provided adequate respiratory protection. Using less harmful materials is the preferred methods for mitigating this type of hazard; however, when respirator protection is necessary the responsibilities and procedures are included within the program. 

Jefferson Lab's Industrial Hygiene Department is responsible for the necessary and effective management of the Respiratory Protection Program. Specific procedures are required to be performed by trained individuals.</pre>
