[Lowq] make-to-scons and cvs-to-svn transition

Hi,

I went to today's CLAS software meeting where the transition from cvs to 
svn and related issues were supposed
to be discussed. But unfortunately they were not discussed at all. So I 
do not have any new information
in addition to that the CVS repository will be frozen on September 1st 
according to the e-mail from Dennis.
