[Lowq] status of RTPC and the run documentaiton

Dear all,

We had quite productive weekend. We were able to seal the RTPC
to the point that babbler start to bubble at very low (~20-30 cc/min)
rate. We were able to achieve to maximum required HV settings for
both GEM and Cathode. And we got nice signals from gamma and
alpha sources. In the next few days we will try to check all the channels
on both sides of the detector and have it ready to install.

I also finished configuring our run page. Please check it at -

There are still many things to work on. Please check the run coordinator
schedule and let me know for any changes. I completed COO, ESAD and
RSAD. I also posted Eric's request for 1 pass beam. These documents
must be checked as well.
