[mEIC_det_software] add "eic_gemc"

Hi, 
Does the newer version have an option to read both polarization of both beam ?
I thought you have already implemented. But it seems not.

Dear All

I have added the code "eic_gemc" which compiles additional EIC hit 
process routine with all GEMC original features
You should run eic_gemc instead of gemc from now on.
