[mEIC_det_software] gemc and banks devel updated

Zhiwen,
I have updated the eic and set config.,go_gemc and go_banks.
Is this calling new head bank format (including polarization column ?)
If so, I got an tracking error during the run ./forward_tagging

gemc devel is updated. see the change log here

banks devel is also updated.
The header bank output has new variable names now

To update, you should source your set_eic and then do go_gemc, then go_banks
