[mEIC_det_software] gemc and banks devel updated

Hi, All

gemc devel is updated. see the change log here

banks devel is also updated.
It matches the new flux banks now with one more entry called "otid"
A bug of vertex in generated banks is fixed. Px,Py,Pz is added in 
generated banks

To update, you should source your set_eic and then do go_gemc, then go_banks
