[mEIC_det_software] jlab software framework 1.1 is available now

hi, All

The jlab software framework version 1.1 is alive.
Please do a fresh install and use it to replace the previous devel version for simulation

It includes GEMC 2.1 and Geant4.9.6.p03 and is basically a freezed recent devel version.

One thing different from previously is that it installs a copy of ROOT from source
The virtual machine is not ready yet, I will add it later and send emails around

We are adding support for geant4.10 in future devel version and will release it when it's ready.
