[mEIC_det_software] changes about ifarm65, /site/12gev_phy and eic_gemc 2.2

Dear All

Here are some recent changes related MEIC software
1. jlab farm and ifarm is moving from CentOS6.2 to centos6.5, We move our official support platform 
accordingly. That means you should test code on ifarm65(alias to ifarm1501) from now on.
2. The default installation on farm is changed from /home/zwzhao/apps/jlab_root to /site/12gev_phys
3. jlab software framework is updated to 1.2 with gemc 2.2,qt5 and geant4.10.0.3 (it won't install 
on CentOS6.2 without recompile qt from source)
4. eic_gemc is updated to match the exact gemc version number
5. set_eic in SVN is updated accordingly, please update it/

If you need to update your centos6.2 to 6.5, just use yumex to install all updates available.
