[Moller] Draft of MOLLER Archive submission

Dear MOLLER collaborator:

Attached is a draft of a short article on the MOLLER physics and design that Mark Pitt and I have put together. The idea is to submit this to the arXiv to serve as a reference for theory and review papers in the future, especially since our baseline configuration and design goals are now set. Our original idea had been to submit the DOE submission to the arXiv. However, since we had to go through making a small article for submission to the Chicago town meeting, it seemed like a good idea to submit that to the archive instead, augmented by a collaboration author list. 

This has been vetted by a few key collaborators but at this point we would like to have the full collaboration review the draft before submission. Ideally, we would like to submit to the archive no later than the first week of November. Please send comments/corrections to me by the end of October.
