[Moller] MOLLER Backgrounds Report

Dear MOLLER Collaborator:

A couple of months ago, I sent you the MOLLER Science Review report documents. One of the recommendations in that report was to “review inelastic and Al window backgrounds and submit a report to DOE by Dec 3, 2015”. I have just submitted this report. The cover letter and report are attached. 

I want to thank the ad-hoc Backgrounds Committee led by David Armstrong, and the active members of the simulation group run by Seamus Riordan, for working coherently to carry out this task by the deadline. In the process, we have further validated our current design and also learned a few more subtleties about the apparatus; this is going to help us optimize our geometry moving forward.
