[Moller] [EXTERNAL] MOLLER final CDR posted

Dear MOLLER collaborator:

We're writing to let you know that the final version of the MOLLER 
Conceptual Design Report was sent to the lab earlier today to be passed 
on to the MOLLER Design Review Committee.  A Google drive link to the 
pdf of the final version is (with the same caveat as before: /The web 
interface will say that the file is too big too download and also that 
it is too large for Google Drive to scan for viruses.  But you can go 
ahead and download it./)

Thanks to those who provided feedback on the draft, and thanks again to 
the writing group who put in the huge effort over the past few weeks to 
generate this document.  And to everybody for the decade of work that is 
represented in this document!
