[Moller] [Jlab-scicomp-briefs] Jefferson Lab Tape Library back in Service

The Tape Library is back in service and operating normally.  Buffered data is being flushed to tape. After replacing several components, the cause of the problem was determined to be a cable internal to the library's robotic system.
