Subject: [Moller] MOLLER Project Funding

MOLLER Collaborators,

I wanted to share the very good news that the MOLLER MIE project will be receiving $31M from the Inflation Recovery Act funding that was recently signed in to law. This is FY22 money that must be spent within 4 years. While this
might arrive as early as next month, it is more likely to hit in October or November. The intent of ONP is to provide the balance of our request in the normal FY23 funding allocation – so we should be fully funded for the entire project some time in FY23.

This removes any schedule risks related to funding – which we were very, very concerned about given the FY23 President’s Budget Request.

Now the schedule pressure is on readiness for the Critical Decision (CD) gates that are ahead of us. The lab, the site office and ONP are working on a path forward that we are confident we can achieve and which is as optimal as possible
in terms of MOLLER schedule. Whatever the sequence is, we will be facing an OPA review in January so for those of you who contribute to or participate in these reviews please plan for this.

I want to thank the engineering team who have made enormous progress. Many of the large parts/assemblies for the spectrometer, target and shielding/infrastructure are designed and going out for budgetary estimates this month. This will
help pin down not only cost, but actual delivery times we can expect. Together with a refresh of the assembly plans we will then have a very clear picture of the schedule for MOLLER.

When the dust settles and we understand the final schedule to be ready to install, I will share that with you all.

For the collaboration, the focus needs to be on the Technical Design Report and
closing out recommendations from previous reviews. In addition, please support the CAMs and engineers in project planning and cost documentation when asked to do so and try not to pile more work on them as there piles are large already with what they
need to have ready for CD-2/3.

Exciting times!
