[Moller_L2] Report draft - fact check

Attached is the draft report.  I do not expect comments or recommendations to change, but it something is not clear, please let me know so we can get clarification.

The findings are intended to be statements of fact – so we have an opportunity to fact check those.  We cannot question their comments and recommendation….

If you find anything in the report that does not seem to be accurate, please let me know ASAP.
